The Journal is attached to the Public Administration Policy, Implementation, and Results Observatory. OPERA has national and international circulation and it is targeted at students, researchers and professionals interested in this subject. This paper uses a qualitative approach to collect relevant information from official web pages from sixteen international universities previously selected. All information related to best practices policies implemented in each university was charted and assigned to one of the following categories for further analysis: ranking, gender policies, gender gaps, academic productivity, and childcare responsibilities. Results from this study revealed that the main best practices implemented in the included universities were practices related to harassment prevention, gender equality at college admission, development of protocols, leadership training, scholarships for study and research programs, adequate infrastructure, childcare financial support, flexible work schedules, family leave policies, improvement of the work environment and the development of departments in charge of follow-up and regular assessment of the proposed strategies.</p> 2024-02-26T00:00:00-05:00 Copyright (c) 2023 María Angélica Cortés Torres, María Alejandra Garzón Audor, Sandra Milena Restrepo Ruiz, Mónica Marcela Vega Vega https://uexternado2.metarevistas.org/index.php/opera/article/view/9080 Financial Administration Information Systems (FMIS) In Smart Public Governance: An Exploration of The Colombian Case 2023-11-30T11:54:31-05:00 Milton Ricardo Ospina Díaz milton.ospina@unimilitar.edu.co Sandra Patricia Vera Osorio sandra.vera@esap.edu.co Kelly Johanna Zambrano Ospina kelly.zambranoo@esap.edu.co <p>Financial Management Information Systems (FMIS) are essential for efficient and transparent management of financial resources in the public sector. Due to the scarcity of publications on this topic in Colombia, this article aims to provide a contribution to academia and professionals who work in public finance by examining the importance of systems such as SIIF, CHIP, SIRECI, ÉPICO, SIA Observa, the DNP Investment Map, and the new PIIP platform, among others. Topics such as Smart Public Management (SPM), digital government, the fight against corruption, interoperability, cybersecurity, artificial intelligence (AI) and public marketing are also addressed. The research used an interpretative perspective, based on a theoretical, documentary, descriptive and purposeful type. It also used a qualitative and quantitative approach, which included the application of a survey as an instrument of data collection. The first called attention to the “triumph of the cities” and the second to the importance of consolidating “a new regionalism.” Over the course of the 21st century, on the other hand, urban and regional economies have been conceptually articulated as a result of the “metropolitan revolution.” The central objective of this article is to reflect on the characteristics of this process, the possible impacts and the great challenges.
